EU Trusted List

The EU Trusted List is the official, machine-readable register of qualified trust service providers and their qualified services. Each member state publishes and signs its own national list; the European Commission publishes the List of Trusted Lists (LOTL) that points to all of them.

The trusted list is the technical root of trust of eIDAS: validation software decides whether a signature or seal is qualified by checking the certificate chain against the list, not by trusting the provider's own claims. A QTSP exists, legally speaking, by virtue of its entry on this list.
