Ockto and Cleverbase are entering into a strategic partnership to make digital identification, trusted source data and qualified electronic signatures more accessible to the housing sector. The partnership makes it possible to bring these elements together in a single digital process.

In doing so, the parties respond to the revised eIDAS Regulation and the transition to new standards for digital identification and for giving consent to data use within the rental and mortgage chain.

Ockto focuses on making reliable data available so that organisations can set up their onboarding and account management carefully and efficiently. Cleverbase adds trust services to this, such as digital identification at the highest assurance level and qualified electronic signatures, the only digital signature that is legally equivalent to a handwritten signature. Cleverbase does this as a Qualified trust service provider (QTSP).

One digital identity for multiple steps in the housing process

With the arrival of the revised eIDAS Regulation and the phasing out of iDIN, the housing sector increasingly needs an affordable, digital and privacy-friendly means of identification that is ready for the future.

This partnership brings benefits to consumers and organisations in the housing sector:

  • Consumers gain access to a digital means of identification that is supervised by the Dutch government.
  • Consumers only need to identify themselves once and can use this identification at various moments in the housing process, both for their rental contract and during the purchase and mortgage process with the estate agent, appraiser, mortgage adviser, lender and civil-law notary.
  • Consumers can digitally give consent to the use of their data for a specific purpose.
  • Organisations can incorporate trusted source data, digital identities and qualified electronic signatures into their processes.

This makes doing business digitally in the housing sector simpler, safer and more efficient.

Moving forward together towards an open ecosystem

Cleverbase is committed to open ecosystems. This allows Ockto to offer its customers a preferred route without excluding other identification solutions. Ultimately, the organisation decides which solution fits and when it makes the transition to the revised eIDAS Regulation. Ockto and Cleverbase strengthen the digital housing chain

Both organisations are already active at various points in the housing sector. Together, Ockto and Cleverbase want to accelerate the roll-out and adoption of the GoedIdee initiative. This market standard for identification and signing in the mortgage sector is coordinated by Hypotheken Data Netwerk (HDN). Cleverbase helped shape it.

With GoedIdee, consumers only need to record their identity once with estate agents, appraisers, mortgage advisers and lenders. This shortens the process and prevents them from having to identify themselves repeatedly while buying a home.

In the housing sector, Ockto works with many leading parties in the mortgage chain, including mortgage advice chains, suppliers of CRM and advice software, lenders and HDN. Ockto also serves various parties in residential letting.

Cleverbase works with, among others, the Nederlands Woning Waarde Instituut (NWWI) and NVM Makelaars on digital identification and electronic signing in the purchase and sale of homes and around appraisal reports.

The strategic partnership between Ockto and Cleverbase also supports organisations in meeting their obligations around preventing money laundering and terrorist financing, including reliable identification and identity verification. From 10 July 2027, new European rules will apply to this under the Anti-Money Laundering Regulation (AMLR).
