European Business Wallet (EBW)

The European Business Wallet is a separate EU regulation proposed in November 2025 for organisations - not an EUDI Wallet issued to a company.

The European Business Wallet (EBW) is a digital tool for organisations - companies of any size, sole traders and other economic operators - that the European Commission proposed on 19 November 2025 as part of its Digital Omnibus package. It is a separate regulation that complements the eIDAS framework, so an EBW is not an EUDI Wallet issued to a company: the EUDI Wallet that member states must provide is a personal app, free of charge for every natural person, whereas the EBW is infrastructure for legal persons that is designed to be fully interoperable with it. The proposal is still going through the EU legislative process, with implementation targeted for 2027, so its scope can still change - including where exactly the line runs between business wallets and citizens' wallets.

An organisation always acts through people, so an EBW does not simply belong to the company. The proposal combines an owner with digital management of representation powers and mandates, so an authorised employee can act, sign or seal within defined limits - the role eHerkenning plays in the Netherlands today. The EBW is also broader than a wallet: it adds a trusted channel for exchanging official documents and attestations with public bodies and other organisations, supported by a common directory, for which a qualified electronic registered delivery service can be used. Watch out for loose usage: "business wallet" is also said of any wallet an organisation happens to use, which is not the same as the EBW as a legal instrument.
