Wet digitale overheid (Wdo)

The Wet digitale overheid (Wdo) is the Dutch act governing DigiD, eHerkenning and assurance levels for digital access to government services.

The Wet digitale overheid is the Dutch act that regulates digital access to government services. It sets the rules for login means and assurance levels for citizens (DigiD) and organisations (eHerkenning), mandates that public bodies - and designated healthcare and pension organisations - accept admitted means at the required level, and opens the door for admitted private eID means. Further technical and procedural rules are set out in the Besluit digitale overheid, and compliance is subject to government oversight.

The Wdo is the national layer beneath eIDAS: eIDAS arranges European recognition, the Wdo arranges which means may be used towards Dutch public services and under which conditions (security, privacy, open standards). With eIDAS 2 the EUDI Wallet will join that landscape.
