Public sector electronic attestation of attributes (Pub-EAA)

Pub-EAA: attribute attestations issued by public sector bodies for the EUDI Wallet, with legal effects equal to a qualified EAA under eIDAS.

A public sector electronic attestation of attributes (PubEAA) is an electronic attestation of attributes issued by, or on behalf of, a public sector body that is responsible for an authentic source - a diploma register, a professional licence register, a company register. Under eIDAS it forms one of three attestation categories, alongside the qualified EAA (QEAA, issued by a QTSP) and the non-qualified EAA. A PubEAA is not issued by a QTSP, yet the law gives it the same legal effects as a QEAA, provided the issuing body meets security and reliability requirements equivalent to those applying to qualified trust service providers.

In practice, PubEAAs let government bodies feed authoritative attributes - a completed qualification, a valid professional licence, a registered address - directly into the EUDI Wallet, so a relying party can trust the attribute with the same legal weight as a qualified attestation, without every government register having to obtain qualified status itself.
